The Sailing Club operates under a lease agreement with the property owners and under a Special Use Permit granted to us by the Town of Parma each year. Both the Lease Agreement and the Special Use Permit obligate us to conduct our Club within certain guidelines. Please take the time to review the following Rules of Operation. It takes a lot of effort retain our permit and to maintain our facilities the way you are used to seeing it so please do your part by adhering to these Rules. Please consider this an extension of your personal domain and take it upon yourself to help out. If you observe anything unsafe, please bring it to the attention of the Beach Committee:

1. Activities are limited to Lighthouse Beach Members and their invited guest only. Do not invite your guests to use the beach if you are not there with them. Do not give out your key or make copies for your friends.
2. The neighbors have a walk-in privilege (for the sake of civility only, not officially). However, dirt bikes, ATV's, etc. are not permitted. Please report violations to the Beachmaster or a member of the beach committee.
3. Each member family may have a maximum of two vehicles on the property at any one time (including family members and invited guests). Vehicle parking is extremely limited on the property. All cars must be parked on our property. Parking on the access road is absolutely not permitted. We will lose our Permit if complaints are lodged with the Town. Only those cars related to Club activities are permitted on the property.
4. Drive slowly through the neighborhood and beach area.
5. Unused (unladen) boat trailers should be removed from the property if possible. Otherwise they should be stored on areas of the property that are not suitable for vehicle parking.
6. Overnight camping is not allowed per our Special Use Permit. A curfew of 11 PM is imposed. The only exceptions will be for planned Club events.
7. All members and their guests are expected to conduct themselves in accordance to the family atmosphere of the Club. Excessive alcohol consumption and use of illegal drugs are not allowed. Members found violating this policy will have their membership to the beach revoked.
8. The operating season generally starts on May 1st and runs through November 30th. All boats are to be removed from the property outside of the operating season. Winter storage is not permitted under our Lease Agreement.
9. Members must pay all annual fees prior to bringing their boat(s) to the property for the season. All checks are to be payable to “Hobie Cats of Rochester, NY – Fleet 295”.
10. As a convenience, members may store their sails in the club trailer at their own risk. Storage is limited to sails only. The storage of dagger boards, rudders, PFD's, etc. is not permitted. The club is not responsible for any items stored in the trailer.
11. The trailer, gas grills, picnic tables, porta-potti, etc. are for all use by Club Members and their guests. Please treat them as your own.
12. Transient boat (day) launching is not permitted with the exception of specified Fleet sponsored events. During these Fleet events open to the entire fleet membership, all Fleet members are permitted to launch boats from the property. The Special Use Permit requires the Club to minimize transient (in and out) boat trailering on the narrow road leading to our Beach. Contact the Beachmaster or a member of the Beach Committee to request a day guest launch privilege.
13. Members must supervise their pets at all times and must properly disposal of their pet’s fecal matter. Do not leave your animal unattended while you are out sailing.
14. The beach has a “carry-in / carry-out” trash policy. Although there may be trashcans on the property, your adherence to this policy will help keep costs down and the property free of debris.
15. Neither the Club or Fleet or the property owners assume any responsibility for injury or damage to anybody or any personal property. It is the duty of all members to be aware of the risks associated with visiting the (an undeveloped) property and accessing the (undeveloped and unguarded) waterfront. Members must communicate these risks to their guests. It is also the duty of all members to communicate any hazards to the Beachmaster or a member of the Beach Committee. Carry your own marine liability and property (hull) insurance.
16. Your participation in maintaining the club facilities as well as organizing and hosting club activities is strongly encouraged. Many hands are required to keep the beach clean, run races, host parties and ensure that we have a place to return to each season. This is a “working” club and its success depends upon an active membership. Highly supportive members during a season qualify for a $30 rebate on their membership fee for the following season.
17. All members are required to carry liability and hull insurance on their boats. Proof of insurance is to be presented to the Beachmaster prior to bringing their boat(s) to the property for the season. Boat US (http://www.boatus.com/insurance/) offers reasonably priced coverage for beach catamarans. Check your homeowner’s policy before purchasing a separate policy. You may be covered.
18. Each member’s boat is required to have one USCG approved PFD for each crew / passenger onboard when on the water.
19. Each member’s boat is required to have a functioning righting line / device installed on the boat. The skipper must be skilled in its use (and be able to demonstrate that skill to the Beach Committee).
20. All members are encouraged to file a “sail plan” (direction of travel, expected time of return, souls onboard) with someone remaining ashore before going on the water and check-in with that person after returning to shore. This is particularly critical if solo sailing. Do not sail in conditions that are above your ability.
21. All members
are encouraged to know and adhere to the U.S. Coast Guard and N.Y.S. boating
regulations regarding:

Each member is responsible for their actions and safety on the water. It reflects poorly on the club and the
club’s Special Use Permit is placed in jeopardy whenever emergency services
must respond to the Club property as a result of an incident on the water.

Please complete the schedule of fees, read the acknowledgement statement and sign the form. Remove and return the completed form along with your payment and a copy of your “proof of insurance” to the Beachmaster prior to bringing your boat to the beach for the 2004 season.

By submitting payment of the preceding fees I acknowledge that I have read the 2004 bylaws and rules for the Lighthouse Beach Cat Club.
